Rusia: SALW NATO officials: Russian should give Afghan arms
NATO plans to ask Russia to contribute more to the escalating Afghan war by donating AK-47 assault rifles, grenade launchers, artillery, armored vehicles and other weapons to the expanding Afghan army, officials said Friday. New NATO chief Anders Fogh Rasmussen starts his first visit to Moscow on Tuesday and will focus on Afghanistan in meetings with President Dmitry Medvedev and Prime Minister Vladimir Putin, the alliance said. Two NATO diplomats said they do not expect Fogh Rasmussen to discuss specific requests but there are plans to ask Russia in coming months for donations of weapons systems and others items such as fuel for the Afghan security forces. The diplomats spoke on condition of anonymity because they are barred from publicly discussing sensitive matters. (AP)

Eastern, Southern Africa states to discuss arms transfer controls
Countries in eastern and Southern Africa regions will gather this week in Ethiopia, Addis Ababa to discuss global transfers of conventional arms and their controls. The regional forum, organized by the European Union and the United Nations (UN) is scheduled to be held on 10 and 11 December. “During the seminar, participants will discuss about the patterns in international trade of conventional arms and processes underway at the United Nations, and will have the opportunity to analyze issues of priority and concern,” a EU delegation in Ethiopia informed APA. The seminar is fifth in a series of regional events organized by the United Nations Institute for Disarmament Research (UNIDIR) for the European Union (EU) during 2009 to increase the awareness of a possible international treaty on arms trade and to promote discussions about its elements, scope and implications. Representatives from relevant ministries of the participating states, international and regional organizations, and civil society among others are expected to take part at the forum. Liberia: SALW Liberia: Proliferation of Small Arms Worries LCC
The Secretary General of the Liberia Council of Churches Rev. Dr. Benjamin Lartey has disclosed that is no doubt that the country is still infested with small arms and light and it is worrisome for country that is gradually returning to normality. Speaking during the official opening ceremony of a two day workshop on the national stockpile management of the Liberia National Commission on Small (LINSA) Arms held Thinkers Village on the Roberts International Airport highway Dr. Lartey who is also board member of the Commission furthered said Liberians should gather thoughts in order unearth weapons, "I'm one Liberian that still believed that there proliferation of arms and light weapons", he said. He also expressed dissatisfaction over the refusal of the Commissioner of Bureau of Immigration Naturalization (BIN) Col. Chris Massaquoi and Liberian National Police Director Mac Amblard to attend the workshop that they have greater import. He pointed out that the issues of small arms and light weapons should not taken lightly by government officials who should take lead adding that actions of the top senior security officials is clear attempt to deny the workshop importance information that can used as case study for the participants. The warning came almost too late. The freighter ANL Australia had already fired its engines for a 70-mile dash to Iran when customs agents here were alerted to a possible hidden cache of weapons on board. Inspectors from the United Arab Emirates quickly swarmed the ship and uncovered a truck-size container packed with small arms made in North Korea. Concealed deeper in the ship was the real find: hundreds of crates containing military hardware and a grayish, foul-smelling powder, explosive components for thousands of short-range rockets. The nature of the cargo, seized in July and described for the first time in interviews with officials and analysts in the UAE and Washington, has raised fears that Iran is ramping up efforts to arm itself and anti-Israel militias in the Middle East. Israeli officials have warned that they may use force to prevent Iran from developing nuclear weapons. (WP)

Aussie, Afghan troops uncover weapons
Australian and Afghan security force operations have seized significant quantities of insurgent weapons and munitions, uncovering 44 caches over the past two months. The most recent cache discovered contained small arms ammunition, 55 high-explosive rocket-propelled grenades and an 82 mm anti-tank recoilless rifle with four rounds. Defence said that cache was uncovered during a routine patrol by Australian soldiers from the Mentoring and Reconstruction Task Force (MRTF-2) and the Afghan National Army (ANA) around Mirabad, east of Tarin Kowt in Oruzgan Province. MRTF commanding officer Lieutenant Colonel Peter Connolly said these discoveries would have a strong impact on insurgent operational capability. "To uncover one cache in a fortnight would be considered a good rate of find, so to find 44 in a small area within a space of two months is very significant," he said in a statement. (APP)

Uganda: SALW Uganda: Kayihura says Small arms major cause for internal conflicts
The Inspector General of Police, Maj. Gen. Kale Kayihura has said that internal conflicts in Great Lakes Region Countries are caused due to the existence of small arms and light weapons. Kayihura says that the Great Lakes Region has for the last 10 years been affected by the violent internal conflicts and wars. He says that the main tool used in these actions of violence and political unrest is small arms and light weapons. Kayihura who was addressing a press conference at Uganda Media Centre in Kampala urged the Great Lakes Region to vigorously implement the Nairobi protocol signed in March 2000 to work on stopping flow of small weapons. The signatories to this protocol were Burundi, Democratic Republic of Congo, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Seychelles, Uganda and Tanzania among others. He says that the government of Uganda established an inter agency body called the National Focal Point (NFP) on small arms in 2001, which has managed to destroy a number of small arms and light weapons. DRC: ARMS EMBARGO Security Council renews arms embargo,sanctions in DRC
The UN Security Council on Monday unanimously decided to extend and expand the arms embargo and related sanctions in the Democratic Republic of the Congo (DRC), which have been in place since 2003, for another year. Members of the Security Council voted unanimously to adopt a resolution continuing the regime of sanctions, which consists of an arms embargo against all armed groups that are not part of either the government's integrated army, known as the FARDC, or police units, through Nov. 30 next year. The Security Council "calls upon all States, particularly those in the region ...to implement fully the measures specified in this resolution, and to cooperate fully with the Committee in carrying out its mandate, and further calls upon those Member States that have not previously done so to report to the Committee, within 45 days from the date of the adoption of this resolution, on the actions they have taken to implement the measures" under the resolution, said the resolution. European Leaders Put Small Arms Control At Forefront
The Organization for Security and Co-operation in Europe (OSCE) plays a crucial role in ensuring safe and secure storage of SALW, and it is a leader in helping countries eliminate the threat posed by a toxic Soviet-era rocket fuel component, officials said Tuesday at an event held on the sidelines of the OSCE Ministerial Council in Athens. Stored in deteriorating containers in some former Soviet republics and other countries, the rocket fuel oxidizer mélange poses a serious threat to security - a single major leak could have a severe impact on biological life within a two-kilometer radius. The OSCE last month began work to help Ukraine safely remove 16,000 tonnes of mélange. The Organization has already helped Albania, Armenia, Georgia and, in partnership with the United Nations Development Programme, Montenegro to safely dispose of the substance. The OSCE Secretary General, Marc Perrin de Brichambaut, said the OSCE had launched 17 projects on improving the stockpile management of SALW and conventional ammunition since 2003, when the Organization's participating States adopted a decision on such assistance. Uganda: SALW Uganda's NFP trains amoury supervisors for conflict management
The Uganda National Focal Point (NFP) organized a two-day small arms training for about 30 armoury supervisors between November 26 and 27 in Kampala, according to the East African Community (EAC) Peace and Security Coordinator, Leonard Onyonyi. The training was undertaken within the context of the EAC/Regional Centre for Small Arms and the East and Southern African Conflict Prevention Management and Resolution (CPMR)/ Small Arms and Light Weapons (SALW) programme funded by the European Union (EU). He added that between November 30 and December 4, about 50 armoury officers drawn from Uganda Defence Forces (UPDF), Police, Prisons, Uganda Wildlife Authority will also attend similar trainings. Mr Onyonyi said that the training would focus on Stockpile Management, Security, Record Keeping, Marking, Tracing and Weapons Identification. The unchecked dissemination of illicit small arms and light weapons plays a major role in creating instability in the region. (This Day)

Congo: SALW Congo Army Helps Rebels Get Arms, U.N. Finds
A new United Nations report says that the Congolese Army continues to funnel weapons to rebel groups that are smuggling millions of dollars in gold and other minerals out of Congo, helping sustain one of Africa’s bloodiest and most complicated wars. The lengthy report, which has not been made public but was provided to The New York Times, details a vast, rebel-driven criminal network in eastern Congo with tentacles touching Spanish charities, Ukrainian arms dealers, corrupt African officials and even secretive North Korean weapons shipments.
