Dear Colleagues,
A workshop in Geneva on July 15-16 formally launched the drafting phase of CASA’s project to develop International Small Arms Control Standards (ISACS).
Almost 50 participants - comprising CASA partners, ISACS consultants, nominees to the ISACS Expert Reference Group, project donors and special guests - spent two days familiarising themselves with the goals of the project and reviewing first draft outlines of ISACS modules.
Based on feedback received at the workshop, ISACS consultants will now begin their main drafting work to produce first full drafts of their modules.
I will post a report of the workshop in due course.
With best regards,
Patrick Mc Carthy

Dear Colleagues,
I've spent the last period incorporating the advice and guidance we received at the November consultation (see my previous post) into an updated ISACS project document, which I attach below for your consideration. The document sets out how CASA plans to go about developing a set of international small arms control standards over the course of the next 18 months.
As always, comments and feedback are most welcome.
With best regards,
Patrick

Dear Colleagues,
This is just a quick note to inform you all that I began my duties as Project Coordinator overseeing the development of International Small Arms Control Standards (ISACS) on Monday (September 15). I will be conducting this work within the framework of the United Nations Coordinating Action on Small Arms (CASA) mechanism and will be operating out of the UN Office for Disarmament Affairs in Geneva.
I look forward to working closely with all CASA Members - as well as with small arms field experts and policy-makers from NGOs, regional and international organisations and governments - in developing an effective set of standards that will support and streamline the international community's efforts to curb the proliferation and misuse of small arms and light weapons.
Regarding my own background, I've spent the last 8 years working with the Geneva Forum primarily supporting efforts to implement the UN Programme of Action on small arms. Before that, I worked on conflict prevention and post-conflict recovery projects with the OSCE in Kosovo and with the International Peace Bureau.
My compliments to the developers of this excellent Small Arms Advisory Network. I plan to use it intensively and look forward to interacting with you all and learning from you.
With best regards,
Patrick Mc Carthy
