Dear Colleagues,

I have the pleasure to inform you about a new project being undertaken by the United Nations Institute for Disarmament Research (UNIDIR), entitled Comparative Analysis of Post-Manufacture Marking Instruments and Practices for Small Arms and Light Weapons, which is funded by the Government of Canada.

The project aims to evaluate progress towards the implementation of post-manufacture and import marking provisions under international and regional instruments. In addition, this project seeks to provide states with a comprehensive understanding of other states’ views on existing practices and challenges associated with post-manufacture marking, particularly import marking.

The results of the analysis will be presented in a report during May 2009. The final report will summarize the outcomes from the review of national legislation and regulations, but will focus primarily on the analysis of responses to a short questionnaire on post-manufacture marking practices for SALW which has been sent to all National Points of Contacts (NPCs).

For your information, I have attached a copy of the questionnaire.

My intent is to use the SAAN to keep the Small Arms Community updated on the status of this project and as alternative channel of communication with NPCs.

I would like to congratulate UNIDIR for the timely launch of a critical study on post-manufacture marking of small arms. I am also delighted to know that Mr. Persi Paoli has been recruited as Lead Researcher for the study. He used to be a Moderator of this Small Arms Advisory Network. Without his contribution, this Network would not be up and running as currently it is.
We look forward to having support and comments on this UNIDIR project from the users.
